<DIV =msg>I bought some LED PAR36s on ebay but when they arrived they were not working properly. There were 4 PAR 36 cans, each can had 63 LEDs, 21 each of red, blue and green. Only 1 can had all 21 Blues working, 2 of the others had just 5 working blues and the 4th didn't have a single working blue. The one can that had all blues working had just 14out of 21 reds working.

He has refused a refund and even refused to provide his return address.

I assume you're pursuing it thorugh Ebay as much as that is possible? Did you pay by paypal as they usually side with the seller automatically in these cases. Some photos of the broken LEDs would be quite convincing.

Have you requested his contact info through ebay? You can get the contact details for anybody you are involved in a transaction with, whether they are legit or not is another thing.

my mate bought a cople of cheap led 64's off ebay, they where pretty good when they worked. But after a couple of gigs they both stopped working altogether.
i reckon its probably cheap/crap solder and components. if you have no luck with the seller. Go straight to paypal, they are normally pretty good at getting results these days.
it could be worth opening one up and going over the solder joints, although you shouldnt have to do that.
