Oooh, tricky question. The answer is probably not. BUT It is very good, it's sensible money and it's easily available, making it a sensible choice.
18Sound, RCF, probably Beyma but I don't know which ones and others all do 8" drivers suitable for horn loading. All have slightly different characteristics.

I use the 18Sound. It's like the B&C only even better in my opinion.

There are no retailers as such. There are two people I know of who are able to import 18Sound. TMAL who is on this forum and Noise Control Audio. The problem is that it's not always cost effective to import just two drivers for example. But if you're not in a hurry, NCA tend to have shipments coming over every few weeks so you might be able to combine your order with one of theirs.
I have previously tried to keep stock of 18Sound components but I'm too busy with other jobs at the moment and trying not to spend money!

Yes - but there are always compromises.

Out of interest, I just ran some sims with the 8PE21 vs 8M400. The 8PE21 will go up quite a lot higher than the 8M400. I think this could be largely down to the voice coil inductance being a lot higher (0.95mH vs 0.5mH) on the 8M400. The 8M400 is quoted as having a higher sensitivity, but the plots don't differ much.
